The Sims 3 by default looks for two Resource.cfg files, through these, other Resource.cfg files are. d3dx9_31.dll goes into your \TSM Install Folder \Game\Bin directory. When this Resource.cfg was found using Scan, it will stop the scan from going any deeper into subdirectories.

Chances are you're going to need this in the future as more Mods are made. When I came to downloading the resource.cfg file, the instructions were to 'right click on this link, select 'save as', and save to the Mods folder'.
